The Defense Institute of International Legal Studies (DIILS) is recruiting for two (2) vacancies for attorney (international) positions as Regional Program Directors (RPD) at the Defense Institute of International Legal Studies (DIILS), located at Naval Station Newport, Rhode Island. DIILS is a component of the Defense Security Cooperation Agency (DSCA).
DSCA is responsible for managing the implementation of worldwide security cooperation programs under the Foreign Assistance Act, and for DoD programs to build partner nations’ capacity in accordance with the Secretary of Defense (SECDEF) Defense Security Cooperation Plan.
DIILS is the lead security cooperation resource for global legal training, education, and rule of law capacity-building for foreign military officials and related civilians. DIILS programs generally fall under the heading “Rule of Law Development.” Topics vary, based on U.S. objectives for each partner nation, but have included: military justice, human rights law, international humanitarian law/LOAC, legal aspects of combating corruption, peace operations, legal aspects of combating terrorism, legal aspects of a free press, and ROE/RUF relative to military operations.
The RPD is a senior attorney responsible for developing multi-year country strategies for the delivery of legal programs and overseeing approved programs. The RPD ensures DIILS’ programs are consistent with U.S. strategic guidance and coordinates closely with other Defense and State Department stakeholders. Each RPD is assigned an area of geographic responsibility, aligned with U.S. Geographic Combatant Commanders’ areas of focus. Some travel is required (+/-25%).
The RPDs work closely with active duty judge advocates assigned to DIILS as International Operations Officers, who implement and lead the execution of DIILS international programs under RPD direction and guidance.
The incumbent also provides program coordination and other support to DIILS resident programs and other evolving DIILS international initiatives that may be outside the incumbent’s geographic area(s) of focus.
Some travel is required (+/-25%). While the RPD is mainly a program manager, the incumbent may be required to travel to deliver instruction, or for strategic planning and coordination related to DIILS programs.
This vacancy will be filled at the GS-14 level of the General Schedule, which currently has a pay range of $105,702 to $137,410 (including a locality adjustment for the Newport, RI area). Pay will be commensurate with qualifications.
To be considered for the GS-14 level, the successful candidate must demonstrate a minimum of three and one half years successful experience in one or more of the topics DIILS addresses with international audiences, as well as an aptitude for international program building, engagement, and legal training. Familiarity with the organization of DoD, DoS, and, in particular, Geographic Combatant Command and Component Command staffs, is also desirable.
Applicants will be evaluated on: (1) the depth, breadth and quality of their relevant, successful legal experience; (2) analytical, oral, and written communication skills; and (3) interpersonal skills, including the ability to work independently and as part of a team. Experience in the areas of practice identified above, and within DoD, is a positive factor.
The successful candidate must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be – and remain – an active member in good standing of the bar (any U.S. jurisdiction), be admitted to practice before a state or federal court, and be eligible to obtain and maintain a U.S. Secret security clearance.
